Grass Valley and Nevada City are some of the most beautiful places in California to live: historic downtowns, tall pines, oak-covered hills and a strong sense of community. They’re also at the center of California’s home insurance challenge. If you own or are buying a home here, you’ve probably heard stories about non-renewals, FAIR Plan policies and premiums that doubled overnight.
As wildfire country home insurance experts serving the Sierra foothills, Gold Country and the North Bay, this is the work we do every day. Here’s what’s happening and what you can do.
Why insurance is harder here
Large parts of western Nevada County, including areas in and around Grass Valley, Nevada City, Penn Valley, Alta Sierra, Banner Mountain and the San Juan Ridge, sit in high or very high fire hazard severity zones, surrounded by dense oak, pine and brush. The FAIR Plan itself has identified Nevada City and Grass Valley among the highest wildfire exposure concentrations in the state, and the Department of Insurance has reported that FAIR Plan growth has been strongest in counties like Nevada County.
What carriers look at on a local home
Two local factors catch many homeowners by surprise:
- Access. Many homes here are reached by long private roads or steep driveways. Narrow, dead-end or unpaved access can raise a home’s wildfire score.
- Fire protection distance. Rural properties may be more than 5 road miles from a fire station or more than 1,000 feet from a hydrant, which affects your ISO Protection Class. We verify the actual distances rather than relying on the computer. Learn more in ISO Maps, FireLine and Brush Scores Explained.
Your options in Grass Valley and Nevada City
- Admitted carriers: Always our first stop. Some admitted carriers, Mercury among them, are writing homes in our area that meet their guidelines, especially well-maintained homes with strong mitigation.
- Non-admitted carriers: Can be a good fit when admitted carriers say no, with trade-offs to understand.
- California FAIR Plan with a DIC policy: The safety net when nothing else is available. Note the 29.1% average FAIR Plan rate increase at renewals on or after October 15, 2026.

Nevada County’s secret weapon: Firewise communities
Under California’s Safer from Wildfires rules, admitted insurers must offer discounts for homes in recognized Firewise USA communities, alongside credits for home-level mitigation. If your neighborhood is Firewise, get a copy of the recognition. If it isn’t, the Fire Safe Council of Nevada County (areyoufiresafe.com) and local volunteer coalitions can help you start one.
Your local action plan
- Clear Zone Zero, the first five feet around your home. See our Zone Zero guide.
- Maintain defensible space to 100 feet, and keep your driveway clear for fire engines.
- Request a defensible space inspection from your local fire agency and keep the report.
- Harden the home: Class A roof, ember-resistant vents, enclosed eaves.
- Join or form a Firewise community.
- Use local resources: the Fire Safe Council of Nevada County offers chipping programs, green waste events and reflective address signs.
- Document everything with dated photos, and keep your home’s data accurate with your insurer.
- Shop early, at least 60 to 90 days before renewal, and work with a local broker who knows the area.

A local walk-through for local homes
Grass Valley and Nevada City homes vary from street to street: the brush, the slope, the driveway, the distance to the nearest station and hydrant. That’s why we offer a free Wildfire Insurability Walk-Through for homeowners and sellers across the Sierra foothills.
Phil or a member of our team visits your property and looks at it the way insurance underwriters do, so you know where your home stands and what to do next.
- Reviews your home against carriers’ own underwriting guidelines
- Verifies your ISO mapping: the actual distance to the nearest fire station and hydrant
- Identifies and validates mitigation discounts, which are hard to sort out on your own
- Captures the photos and details carriers, and the FAIR Plan if needed, require up front
- Gives you clear next steps to put your home in its best position for coverage
Realtors: listing a home? We can complete a walk-through before you list and send the results to you directly to present to your seller, so insurance answers are ready when a buyer is.
This is an insurability review only. It isn’t a home inspection, an appraisal or a fire agency defensible space inspection.

- We shop admitted carriers first, every time.
- We show you every option we find: admitted, non-admitted, and FAIR Plan with a DIC policy, with the pros, cons and real costs.
- We tell you who’s behind each policy: the carrier, how it’s backed and how it’s rated.
- We don’t stop looking. If today’s best option is the FAIR Plan or a non-admitted carrier, that’s a starting point, not where we finish. We keep re-marketing your home until competitive admitted options return, and we move you when they do.
Whether you’ve been non-renewed, you’re on the FAIR Plan, or you’re buying in Grass Valley or Nevada City, we’d love to help. Book a 30-minute review with me or request a free quote. Current clients with questions about an existing policy or renewal can reach our service team at team@gold.insure.
