After the January 2025 Los Angeles fires, one of the most painful stories was homeowners who had insurance, but not enough insurance to rebuild. Being underinsured is common, and most people don’t know they are until it’s too late.

Here’s how to tell if your California home is underinsured, and how to fix it.

Market value isn’t the same as rebuild cost

Three numbers that are not the sameExample foothill home. Your numbers will differ. Market valueIncludes the land$900,000Loan balanceWhat you owe$600,000Cost to rebuildWhat insurance should cover$750,000
Your dwelling limit should match what it costs to rebuild, not what the home would sell for.
  • Market value includes the land, which doesn’t burn. In much of California, land is a big part of the price.
  • Your loan balance has nothing to do with what it costs to rebuild.
  • Rebuild cost, also called replacement cost, is what it would take to rebuild your home from the ground up today, with similar size and quality, at current labor and material prices. That’s the number your dwelling coverage should be based on.

In some foothill and mountain areas, rebuild cost can actually be higher than market value, because of hillside foundations, long access roads, wildfire building codes and a short building season.

Why homes end up underinsured

  • Old estimates. Your dwelling limit was set years ago and hasn’t kept pace with construction costs.
  • Remodels and additions that were never reported to your insurer.
  • Cutting coverage to save money on a big renewal.
  • Demand surge. After a major disaster, everyone needs contractors and materials at once, and costs jump.
  • Code upgrades required when you rebuild, which may not be fully covered.

Your safety nets: extended replacement cost and ordinance or law

How extended replacement cost closes the gap Actual cost to rebuild after a wildfire: $750,000 (dashed line) $550,000 limit only$550,000Gap: $200,000 +25% extended$687,500Gap: $62,500 +50% extended$825,000Covered Illustration only. Extended replacement cost options vary by carrier.
A small endorsement can make a big difference after a total loss.
  • Extended replacement cost adds a cushion, often 25% to 50% or more above your dwelling limit, if rebuilding costs more than expected.
  • Ordinance or law coverage helps pay the extra cost of meeting current building codes. Many policies include only a small amount unless you increase it. See Home Insurance Sub-Limits.
  • Debris removal after a wildfire can be expensive. Know how your policy handles it.

Don’t forget everything else

  • Contents: Is your personal property limit enough to replace everything you own? Choose replacement cost, not actual cash value.
  • Loss of use: Would it carry your family through a two- to three-year rebuild? See Loss of Use Explained.
  • Other structures: Detached garages, barns and ADUs need their own adequate limits.

How to check your coverage

  1. Find your dwelling limit on your declarations page.
  2. Ask your insurer for the replacement cost estimate it used, and review the details: square footage, number of stories, garage, finishes, foundation.
  3. Tell us about any remodel, addition or upgrade.
  4. Compare to local construction costs. We can help you sanity-check the number.
  5. Add extended replacement cost and increase ordinance or law if available.
  6. Review every year at renewal, especially after a big jump in construction costs.

Don’t lower your dwelling limit to save money on a big renewal. If premiums are a strain, there are better levers, like your deductible or discounts. Read Why California Home Insurance Rates Are Going Up.
